|Rule Text||The starter shall bring the horses to the starting gate as near one-quarter of a mile from thestarting point as the track may permit, and shall endeavor to get all horses away in position andon gait. If a horse refuses to come to the gate, is unmanageable or liable to cause an accidentor injury to any other horse or to a driver it may be declared and all monies wagered on thathorse shall be refunded.
