|Rule Text||A refusal to issue a license (as distinguished from a denial of a license) to an applicant by theBoard at any race meeting is without prejudice, and the applicant who has been refused forreasons other than license certification testing may reapply for a license at any subsequent orother race meeting. In all cases an applicant may appeal such refusal to the Board for hearingupon his or her qualifications and fitness for the license.
